Visualization general: Windows control center Oa Release stalled floating Licenses

Hello Guys
We are running Wincc Open architecture 3.15 (server) and we have some windows clients connecting to the system. We experiencing that some times the clients do not free up the licenses at server when they quit (IE Power loss (on client), bluescreen (on client), Freeze (on client). 
Is there any way to free up stalled licenses without restarting the project? 
Error message at client should also be different, it says Cannot register project: PA_E_CONFIG_PROJ_VERSION_NOT_FOUND : Installdir: C:/Users/%username%/.wincc_oa-cache

Unfortunately, WinCC OA 3.15 doesn't have a direct, built-in mechanism to forcibly release stalled licenses without a project restart. However, you can try the following:
