STEP 7 (TIA Portal): Issue Within installing Tia portal v11

hello all
i want to install TIA PORTAL v11 on my system but it is not responding,simatic winccflexible 2008 is already installed on it. On the other system it is installed successfully and that system does not have wincc flexible. please give any suggesssion how to install it.
